Read This Before You Size
The Code Minimum Is a Floor, Not a Shopping Target
Three square feet per person is what a shelter has to clear to be compliant for the occupancy it claims. It is not how much room six people want while a tornado passes. Manufacturers rate units to ICC-500 and the real rated sizes run well above the minimum, which is why a unit rated for six people is not 18 square feet. Use the minimum the way an inspector would: as a check on a capacity claim, not as a target.
The measurement rule matters as much as the number. ICC-500 Section 503.3 says usable floor area is the gross area minus walls, columns, and any fixed or movable object that cannot be removed under probable conditions. A unit advertised by its outside dimensions will always look larger than it counts. Ask the installer for the manufacturer's rated occupancy and the documentation behind it, which is the same paperwork the SoonerSafe rebate asks you to produce later.
One more piece of context for Oklahoma: every part of the state falls in the highest ICC-500 tornado zone, a 250 mph design wind, which is the same speed FEMA P-320 uses for residential safe rooms. A compliant unit here is built for the extreme end either way, so size and installation are where your money actually moves.

A new slab is the only install variable with a published dollar figure. The others move the price without a number anyone has published, which is why the calculator names them instead of adding a made-up surcharge.
